Kernel crash via uninitialized display link encoder

NULL pointer dereference in the AMD display driver in Linux 4.15 and later allows local users to crash the kernel during link PHY changes. The dp_enable_link_phy and dp_disable_link_phy paths can receive link_res with hpo_dp_link_enc uninitialized and dereference that null member. Reachability requires local low-privileged access and the affected AMD display-link path; SIMATIC CN 4100 versions before V5.0 incorporate the affected kernel code.
