System crash via unchecked TCP buffer dereference

NULL pointer dereference in Linux kernel TCP retransmission logic allows local users to crash affected systems during timer processing. tcp_rto_delta_us dereferences the oldest retransmission-queue socket buffer without first checking whether tcp_rtx_queue_head returned NULL. The TLP or RACK retransmission path must reach tcp_rearm_rto with an empty queue; the resulting kernel oops interrupts system availability.
