Z8 entry blockage via forbidden diagnostic register read

Improper register access in Linux 5.6 through 6.10.8 allows local users to block Z8 entry during DCN35 diagnostic collection. When DMCUB work times out, dmub_dcn35.c diagnostics read a forbidden register, triggering a security violation that prevents the display block from entering Z8.
