OTP bombing via unrestricted OTP requests

Improper interaction-frequency control in Shilpi Client Dashboard before 9.7.0 allows remote attackers to trigger OTP bombing. The OTP-request API endpoint applies neither rate limiting nor CAPTCHA protection, so repeated requests generate repeated OTP deliveries to a targeted account. No authentication is required, and the bounded consequence is disruption through excessive OTP messages rather than data access or modification.
