Application interruption via XML regex backtracking

Uncontrolled resource consumption in Apache Commons IO 2.0 through 2.13.0 allows remote attackers to exhaust CPU via crafted XML input. XmlStreamReader applies an overlapping greedy regular expression to the untrusted XML prolog, causing excessive backtracking during encoding detection. Reachability depends on a consuming application passing attacker-controlled XML to XmlStreamReader; processor saturation interrupts that application without reported data exposure or alteration.
