Wrong artifact selection via unordered delegation map

Improper delegation traversal in The Update Framework go-tuf before 2.0.1 allows remote attackers to select the wrong artifact. GetRolesForTarget stores matching delegated roles in a Go map, so randomized map iteration discards metadata order before the client performs its pre-order depth-first walk. Reachability requires multiple matching roles in a nested delegation graph; the client can then download an unintended signed artifact.
