Stored XSS via unsanitized SVG backgrounds

Stored XSS in LibreNMS before 24.9.0 allows remote authenticated users to execute JavaScript through a custom-map SVG background. CustomMapBackgroundController::updateBackgroundImage stores uploaded SVG bytes without sanitizing active content before serving the image. An administrator must upload the SVG, and execution affects administrators or Global Read users who directly visit its background URL; normal users cannot read it.
