Stored XSS via unescaped alert-rule title

Stored XSS in LibreNMS before 24.9.0 allows remote authenticated users to execute JavaScript in other users' sessions via alert-rule titles. print-alert-rules.php concatenates the stored rule name into HTML text and data attributes without encoding, allowing the title to escape its attribute context. An authenticated user who can create an alert rule must store the payload and induce another user to load the affected page, enabling theft of non-HttpOnly cookies or actions in that session.
