Engine crash via malformed JA4 ALPN formatting

Reachable assertion in Suricata before 7.0.7 allows remote attackers to crash the engine with invalid ALPN in TLS or QUIC traffic. JA4 ALPN formatting can produce a 37-byte value that SCJA4GetHash copies into a 36-byte destination, and Rust rejects the unequal slice lengths. The crash requires JA4 matching or logging; QUIC JA4 is always enabled in affected builds, while TLS JA4 defaults to auto and activates when required.
