Control-plane connection denial via uncleared TCP sessions

Resource exhaustion in affected Junos OS Evolved releases allows remote attackers to block new control-plane connections through IPv4 TCP traffic. The kernel fails to clear some terminated in-band TCP session state, causing retained entries to accumulate until Routing Engine resources are exhausted. Exposure is limited to sessions established through an FPC interface; new control-plane connections fail, and recovery requires a manual Routing Engine restart.
