FPC crash via interface-flap memory leak

Resource leak in Junos OS on MX Series allows attackers to crash a local FPC through repeated physical interface flaps. On channelized MICs, each flap leaves PFE heap memory allocated after its effective lifetime, progressively exhausting the local FPC. The condition requires Trio-based FPCs and channelized MICs; sustained flapping ends in an FPC crash rather than code execution.
