Account impersonation via accepted empty passwords

Authentication bypass in Rapid SCADA 5.8.4 and earlier allows remote attackers to assume a configured user's role with an empty password. The CheckUser method in ScadaServerEngine/MainLogic.cs accepted a null or empty password after matching only the supplied username. Network access and knowledge of a configured username are sufficient; successful authentication grants that account's role and associated control permissions.
