Authentication bypass via mutable authorization flag

Authentication bypass in Vesoft NebulaGraph Studio 3.5.0 and earlier allows remote attackers to disable authorization over HTTP. The unauthenticated SetFlagsHandler accepts the enable_authorize flag and passes its value to gflags, letting a request turn authorization off. Network access to the flags web service is sufficient, after which protected graph data and operations become reachable without credentials.
