Username enumeration via password-reset timing oracle

Observable response discrepancy in affected Mautic releases allows remote attackers to enumerate valid usernames through password-reset timing. PublicController::passwordResetAction looks up the submitted identifier and sends reset mail only when a user exists, producing a measurable time gap without request throttling. Access to the public login page is sufficient; repeated measurements reveal account existence but do not expose credentials or modify accounts.
