Continued application access via unenforced deactivation

Improper privilege management in ZITADEL before 2.54.10 and affected later 2.x branches allows remote authenticated users to retain access. The token-issuance path fails to enforce a service account's deactivated state, so its existing key or password credentials can still obtain new tokens. Exploitation requires credentials for a deactivated service account and grants continued access to applications and resources within its assigned privileges.
