Authenticated notification suppression via unchecked preference ownership

Authorization failure in XWiki Platform allows remote authenticated users to alter another user's notification filters over the network. NotificationPreferenceService accepts a requested target user, but the vulnerable logic authorizes only wiki-target actions and does not verify that a user-target preference belongs to the requester. Any logged-in user who knows another user's filter preference ID can enable, disable, or delete it, suppressing that user's page notifications.
