Cluster peer impersonation via incomplete configuration validation

Improper authentication in OpenDaylight AAA 0.19.3 and earlier allows remote attackers to impersonate an offline cluster peer. Cluster admission accepts a rogue controller as that peer even when it lacks the peer's complete cluster configuration. The attacker must reach the controller cluster interface; successful impersonation compromises cluster integrity without reported disclosure or interruption.
