Project information disclosure via omitted migration settings

Incorrect access control in Gradle, Inc. Develocity before 2024.1.8 allows remote authenticated users to read restricted project information. Migration from unattended configuration schema 8 to schemas 9 or 10 omits the projects section, resetting projects.enabled to its false default and disabling project-level controls. The vulnerable state arises only after an administrator upgrades along an affected path; external attackers cannot trigger the upgrade.
