Local service interruption via aborted RX resubmission

Denial of service in the Linux kernel ipheth driver allows local users to halt receive processing after an RX callback failure. The ipheth_rcvbulk_callback function returned when dev->rcvbulk_callback reported a short payload, malformed NCM frame, or allocation failure, so control never reached rx_submit to queue another incoming USB request block. Reachability requires local low-privilege access and use of the ipheth USB networking path; the result is loss of receive service, not data disclosure or modification.
