Local denial of service via unchecked group priority

Improper authorization in Linux kernel 6.10 allows local users to interrupt service by creating a high-priority Panthor group. The PANTHOR_IOCTL_GROUP_CREATE ioctl accepted priorities above PANTHOR_GROUP_PRIORITY_MEDIUM without requiring DRM master status or CAP_SYS_NICE. Access to the Panthor DRM device and a low-privileged local account are required; high-priority groups can interrupt service.
