Kernel crash via skipped RSS channel bounds check

Improper channel validation in Linux kernel 4.6 through 6.10.9 allows local users to crash the system through ethtool. The ethnl_set_channels and ethtool_set_channels paths treat RSS-table retrieval or allocation failure as a zero maximum, skipping rejection of out-of-bounds channel identifiers. Local access and permission to change network-interface channels are required; the bounded consequence is a kernel crash and service interruption.
