Kernel crash via osnoise thread-tracking race

NULL pointer dereference in Linux kernel 6.5 allows local users to crash the kernel through concurrent osnoise timerlat termination. The tracing/osnoise start_kthread() and stop_thread() paths can race without interface_lock, replace the tracked task, and pass a user-space thread to kthread_stop(). Local administrative access is required to run timerlat with user-space threads and rapidly terminate it; the resulting kernel OOPS interrupts the host.
