Host crash via premature NAPI disable

Denial of service in the MANA network driver in Linux allows local users to trigger a kernel panic during transmit or receive queue cleanup. On a queue-creation error path, mana_create_txq and mana_create_rxq call napi_disable before NAPI is enabled and its high-resolution timer is initialized. Reachability requires local low-privileged access to a host using the MANA driver and a queue-creation failure; the bounded consequence is a host crash.
