Kernel data compromise via uninitialized SRv6 BPF state

Incorrect state handling in Linux allows local users to read or alter kernel data or crash the system through BPF program test-run. The lwt_seg6local_prog_ops test-run callback permits BPF_PROG_TYPE_LWT_SEG6LOCAL execution without input_action_end_bpf(), leaving per-CPU seg6_bpf_srh_states::srh unassigned although its BPF helpers expect valid state. Local access and permission to invoke test-run on an affected BPF program are required, and the resulting damage remains within the host kernel.
