Local MPTCP endpoint reuse denial via counter inflation

Improper MPTCP endpoint accounting in Linux 6.0 through 6.11-rc5 allows local users to interrupt endpoint reuse during a connection. The net/mptcp/pm_netlink.c path increments local_addr_used and add_addr_accepted when an initial-subflow ID 0 endpoint is removed and re-added, although ID 0 is not an additional address. A low-privileged local user must trigger the high-complexity endpoint recreation sequence; a second recreation fails rather than crashing the kernel.
