Kernel panic via unchecked ethtool device state

A race condition in Linux kernel ethtool allows local users to crash the system by reading link settings during device reset or removal. __ethtool_get_link_ksettings() invokes driver callbacks without first checking __LINK_STATE_PRESENT, so a sysfs read can access absent device state. The race requires local low-privileged access and overlap with a network-device reset or removal; successful triggering causes a kernel panic and service interruption.
