TLS traffic denial via connection-slot exhaustion

Resource exhaustion in Fortinet FortiSIEM 5.3.0 through 7.1.5 allows remote attackers to deny valid TLS traffic by consuming connection slots. The TLS listener accepts connections without limits or throttling until all allotted connection slots are occupied. No authentication or user interaction is required, and exhaustion rejects legitimate TLS connections rather than causing a reported crash or data compromise.
