Unauthenticated user data disclosure via unprotected endpoint

Improper access control in IceCMS 3.4.7 and earlier allows remote attackers to read all user records, including stored password hashes. The CheckVip method in UserController.java exposes GET /User/getUserList/{page}/{limit} without authenticating the request before returning the paginated user list. No account is required, and the direct consequence is disclosure of account data and reusable stored password hashes.
