Administrator script execution via unescaped commenter URL

Stored cross-site scripting in Typecho 1.2.1 allows remote authenticated users to execute scripts in an administrator's browser via comments. The Common::safeUrl path strips tags but leaves quotes in the commenter URL, allowing the value to escape its link attribute and install an onmouseover handler. Execution requires an administrator to open the comment-management view and hover over the malicious commenter's name; the demonstrated consequence is access to browser-readable administrator data such as cookies.
