Unauthenticated administrator creation via unchecked user save

Missing authentication in SourceCodester Online Medicine Ordering System 1.0 allows remote attackers to create administrator accounts. The Users.php save action accepts a direct unauthenticated POST and persists a user with the submitted administrator type without checking a session. Network access to the web application is sufficient to create an administrator account, enabling access to user data and privileged management functions.
