Cross-role TestPlan modification via unchecked plan identifier

Incorrect access control in TestLink 1.9.20 allows remote authenticated users to read and modify any TestPlan through its edit function. The edit workflow accepts a user-supplied tplan_id and opens the corresponding incrementally numbered plan without checking that user's permissions. A minimally privileged account can enumerate identifiers and alter plans owned by higher-privileged or administrative users.
