Authenticated privilege escalation via missing server-side authorization

Incorrect authorization in baltic-it TOPqw Webportal 1.35.283.2 allows remote authenticated users to modify other users and portal data. The User Management page and other module URLs hide unauthorized functions in navigation but perform no server-side authorization check when requested directly. Any low-privileged account can therefore reach administrative modules to create or delete users, change passwords and permissions, and alter reference or application data.
