Unauthenticated proxy crash via oghttp2 stream-state error

Denial of service in Envoy 1.31.0 through 1.31.1 allows remote attackers to crash the proxy by sending HTTP/2 traffic. The default Oghttp2 codec reaches OnBeginHeadersForStream with faulty stream-management state; the vendor has not disclosed the exact invalid transition. No authentication or user interaction is required, and successful exploitation interrupts traffic handled by the terminated proxy process.
