Inspection bypass via fragment reassembly off-by-one

Off-by-one error in Suricata before 7.0.7 allows remote attackers to bypass inspection with crafted IP fragments. The defragmentation engine fails to reassemble valid fragmented traffic, but the upstream advisory does not disclose the incorrect boundary operation. No authentication or user interaction is required; traffic that Suricata fails to reassemble can evade detection or inline policy enforcement.
