Cross-account OAuth2 unlinking via unchecked login ID

Authorization bypass in Moodle LMS allows remote authenticated users to delete other users' OAuth2-linked logins through the web interface. The auth_oauth2 delete_linked_login method loaded a linked-login record solely by a supplied ID and checked capability in the record owner's context instead of binding the record to the current user. A logged-in account able to manage linked logins can therefore remove another user's OAuth2 sign-in association, affecting account access without changing the victim's password.
