Cross-organization alert muting via unscoped rule lookup

Authorization bypass in Sentry 23.4.0 through 24.8.0 allows remote authenticated users to mute alert rules in other organizations. BaseRuleSnoozeEndpoint retrieved Rule and AlertRule objects by a globally supplied rule ID, then authorized against the project named in the request rather than the rule's owning project. Knowledge of a rule ID and any authenticated account is sufficient to suppress another organization's alerts without project membership or permissions.
