Server slowdown via unbounded rejected-certificate storage

Resource exhaustion in OPC Foundation OPC UA .NET Standard before 1.5.374.118 allows remote attackers to degrade server performance. The authentication-failure path saves rejected certificates to persistent storage without bounding accumulated entries. Unauthenticated network access to an OPC UA endpoint is sufficient; repeated invalid-credential requests grow the store and progressively slow the server.
