Unauthenticated host reboot via restart message

Denial of service in Delta Electronics DIAEnergie 1.10.1.8610 and earlier allows remote attackers to reboot the host over TCP port 928. CEBC.exe accepts unauthenticated messages on port 928 and handles the exact string 'ICS Restart!' by starting shutdown.exe with restart and one-second-delay arguments. Any network path to the listener is sufficient, and successful exploitation interrupts the energy-management service by rebooting its Windows host.
