Missing authorization in Apache CloudStack Quota Plugin 4.7.0 through 4.18.2.3 allows remote authenticated users to alter quota data. The Quota API omits authorization checks before returning or updating quota configurations and records; 4.19.0.0 through 4.19.1.1 is also affected. Reachability requires a non-administrative CloudStack account and the Quota feature, which is disabled by default, to be enabled.
