Arbitrary file overwrite via malformed plugin shortname

Path traversal in Stripe CLI 1.11.1 through 1.21.2 allows local users to overwrite arbitrary files via a crafted plugin archive. The archive installer decodes manifest.toml without validating Plugin.Shortname, then getPluginInstallPath joins that value into the plugin directory before verifychecksumAndSavePlugin writes the binary. Exploitation requires installation of an attacker-controlled archive through --archive-url or --archive-path, and the write uses the invoking user's filesystem permissions.
