Bot configuration takeover via missing permission check

Missing authorization in OneSoftNet SudoBot 9.0.0 through 9.26.6 allows remote attackers to alter bot settings via the -config command. ConfigCommand omitted the permissions declaration consumed by the command framework, so configuration writes proceeded without a ManageGuild check. The bot must be present in a Discord server and process the attacker's command; successful exploitation grants control over any bot configuration and can interrupt its service.
