Local file disclosure via single-quoted encoding bypass

XXE in PHPOffice PhpSpreadsheet before 1.29.1, 2.0.0 through 2.1.0, and 2.2.0 allows remote attackers to read local files via crafted XLSX files. XmlScanner recognizes only double-quoted encoding declarations, so a single-quoted UTF-7 declaration leaves encoded entity markup hidden from its regular-expression filter. Exploitation requires an embedding application to load an attacker-supplied XLSX file; successful entity resolution exposes files readable by that application.
