Kernel warning via unsupported slave IPsec creation

Improper IPsec state validation in Linux 6.7 through 6.10.6 allows local users to trigger a kernel warning through an MPV slave. The mlx5 IPsec setup path permits state creation on a slave even when its master device lacks IPsec support, later reaching mlx5_devcom_for_each_peer_begin during teardown. Reachability requires local low-privilege access plus mlx5 multi-PF RoCE and IPsec offload configuration; the documented consequence is a warning and call trace.
