Local service interruption via netem queue miscount

Use-after-free in Linux kernel netem allows local users to interrupt Linux and SIMATIC S7-1500 TM MFP systems via packet duplication. netem_enqueue() reports success after duplicated and original packets are dropped, incorrectly increments the parent qdisc queue length, and can leave a dangling pointer when qlen_notify() is skipped during destruction. Low-privileged local access and a netem qdisc configured for duplication with a classful parent such as DRR are required to reach the system-interrupting state.
