MPTCP disruption via signal-endpoint counter decrement

Improper MPTCP endpoint accounting in Linux allows local users to interrupt service by removing a configured signal endpoint. mptcp_pm_nl_rm_addr_or_subflow treats that removal as a subflow removal and wrongly decrements local_addr_used, a counter reserved for subflow endpoints. Local low-privilege access and a configured MPTCP signal endpoint are required; the published impact is limited to availability.
