Local service interruption via preemptible per-CPU access

CPU-context misuse in Linux 6.1.103 through 6.1.104, 6.6.44 through 6.6.45, and 6.10.3 through 6.10.4 allows local users to interrupt service. The hotplug_cpu__broadcast_tick_pull function retrieves a per-CPU pointer while preemption is enabled, allowing smp_processor_id() to run outside the atomic section that stabilizes CPU identity. The defect is reached during broadcast-timer takeover on CPU hotplug and triggers a kernel BUG; the resulting interruption depends on the system's BUG and panic policy.
