Kernel memory disclosure and crash via uninitialized extack

Uninitialized memory use in Linux kernel 6.10 through 6.10.6 and before 6.11-rc4 allows local users to read kernel memory or crash the host. nfnetlink_rcv() acknowledges batch boundaries without initializing extack, causing netlink_ack_tlv_fill() to serialize an uninitialized message pointer and oversized cookie length. A local user can obtain the required namespace-scoped CAP_NET_ADMIN permission with unshare -Urn; the resulting wild-pointer dereference can oops or panic the kernel.
