Local system crash via SCTP reuseport race

A race condition in Linux kernel SCTP reuse-port handling from 5.0 allows local users to crash the system through concurrent socket operations. reuseport_add_sock() dereferences sk2->sk_reuseport_cb after a concurrent close clears it through reuseport_detach_sock() because SCTP endpoint hashing lacks group synchronization. Triggering the fault requires low-privileged local execution, SCTP listeners sharing a port with SO_REUSEPORT, and a timed listen-versus-close race.
