Remote service crash via unchecked telemetry index

Out-of-bounds reads in NASA CryptoLib 1.3.0 allow remote attackers to crash TM-processing applications with a crafted telemetry frame. Crypto_TM_ProcessSecurity passes an unchecked Security Parameter Index to get_sa_from_spi, then dereferences the resulting out-of-range security-association pointer. A frame must carry a valid GVCID but can use an invalid SPI or inconsistent secondary-header length, producing a segmentation fault at either spacecraft or ground endpoint.
