Remote planner crash via shutdown null dereference

NULL pointer dereference in Open Robotics Navigation2 for ROS 2 Humble and Iron allows remote attackers to crash the planner. The Smac planner's findCircumscribedCost function reads costmap_ros_ after the cost map has shut down, dereferencing a pointer into the zero page. A ComputePathToPose action accepted during shutdown can reach the invalid object and abort the planner process, interrupting navigation.
